In a slow cooker, add the turkey, jalapeno, bell pepper, chicken stock, butter, garlic powder, chili powder, cumin, oregano, sea salt, and black pepper. Stir to combine.
Cover and cook on LOW for 5 to 7 hours, or on HIGH for 3 to 4 hours. Stir occasionally, crumbling the ground turkey with a spoon.
Once ready, turn off the slow cooker. Add the heavy cream and mix. Taste, and adjust salt and black pepper seasoning, if needed.
Divide the chili into 4 bowls and top with cheddar cheese, sour cream, and green onion, if desired.
