Season the turkey breast with the garlic powder and onion powder.
In a large skillet, heat 1 tablespoon of the olive oil over medium-high heat. Add the turkey and cook on all sides for 5 to 6 minutes, or until cooked through. Remove the turkey from the skillet and set aside.
In the same skillet, heat the remaining 1 tablespoon olive oil. Add the onion and cook for 1 minute. Add the peppers and cook for 3 to 4 minutes, or until they begin to soften.
Add the vinegar and cook for 30 seconds. Stir in the tomato paste. Return the turkey to the skillet and cook for 5 minutes, or until the peppers are tender. Season to taste with sea salt.
