Combine salsa ingredients together and mix well. Set aside
Place the beef into the base of the pressure cooker add hot water. Add the red peppers, onion and butter. Add the salsa ingredients. Blend well in the instant pot. Add the dry spices.
Steam valve: Sealing.
Cook on: Manual/High for 60 minutes.
Release: Natural or Quick
Serve with your choice of garnish
