Rinse and chop the cauliflower, removing the thick core; trim off the leaves.
Pour 1 cup water and insert a steamer in the inner liner of your Instant Pot,
Put the cauliflower floweret into the steamer.
Lock lid into place and set on the MANUAL setting for 1-2 minutes.
Use Quick Release and open the lid.
Transfer the cauliflower to your fast-speed blender.
Add the oil, mayonnaise and herbal salt.
Blend until smooth well.
Taste and adjust salt to taste. Serve immediately.
