In a small bowl, combine the rosemary, garlic powder, onion powder, and sea salt. Rub the chicken with the herb mixture.
In a large skillet, heat 1 tablespoon of the olive oil over medium heat. Add the chicken and cook for 2 to 3 minutes on each side, or until nearly cooked through.
Remove from the skillet and set aside.
In the same skillet, heat the remaining 1 tablespoon olive oil. Add the broccoli and cook for 3 minutes, stirring occasionally. Whisk in the heavy cream and cream cheese until the cream cheese is melted. Stir until well combined. Cook for 2 minutes.
Return the chicken to the skillet and simmer for 2 to 3 minutes, or until heated through.
