Season with chili powder, paprika, cumin, sea salt, and black pepper.
In a small skillet, heat 1 tablespoon of the oil over medium-high heat. Add the beef and cook until it is browned on all sides. Remove the beef from the skillet and set aside.
In the same skillet, add the remaining 1 tablespoon of the oil and heat over medium-high heat. Add the bell pepper and onion and sauté for 5 to 7 minutes, stirring often, until softened. Transfer the vegetables to a small bowl and set aside.
Reduce the heat to low. Place a tortilla into the same skillet and cook for 2 minutes. Flip the tortilla and add one quarter of the cheese. Add the ¼ of the steak strips, onion, and bell pepper on one half of the tortilla. Add 1 tablespoon of jalapeño pepper. Fold the tortilla and remove from the pan. Repeat with the remaining tortillas, cheese, meat, and vegetables.
